Development Assessment

The City of Bunbury strives to achieve a balanced approach to development that protects residential amenity, preserves heritage and provides clarity to developers to be able to develop to the full potential of a site, and to achieve desired outcomes.

Our Town Planning Scheme requires that development approvals are generally gained for all developments. Some exemptions apply, e.g. single residential houses where an R-Code applies and where the property is not included on the Heritage List, home office and most signage in the CBD (other than window signs).

Development refers to a range of building activity; from clearing and leveling of land, change of use proposals for existing premises, construction of new proposals, to extension and signage. It is important to know when approvals are required and the processes involved in acquiring these.

The City of Bunbury is embarking on a process of improving service delivery to meet customer expectations. Part of this process is the production of information guides providing clear and concise information to you, the customer, to ensure the smooth and timely processing of Development Applications.


What is a Development Application?

An Application for Development Approval is separate to a Building Application and is required for any type of development that is not exempt by the Town Planning Scheme and the Planning and Development (Local Planning Schemes) Regulations 2015. The Town Planning Scheme is a document that guides the way this municipal area grows and responds to changes, and assists Council in day to day decisions on applications.


Why is a Development Application required?

Applications are required so that Council may assess information associated with proposals, inspect properties and determine the conditions of approval or reasons for refusal. Among other things, Council seeks to ensure that a proposal:

  • Complies with the relevant provisions of the Town Planning Scheme;

  • Is an appropriate use on the property according to its zoning;

  • Has no detrimental visual impact upon a locality; and

  • Has no adverse impact upon occupants of adjacent properties in the locality.
